The founder of the firm and leader of our team is Charlie Ross, bringing over 20 years of experience in the Canadian real estate development market. Charlie has worked with the majority of real estate Lenders and Developers in the GTA and across the country, both as an independent consultant with other prominent Ontario quantity surveying fi rms and as the in-house cost consultant for a major developer. These positions provided valuable insight to the inner workings of a major development firm, allowed interaction with several of the premier residential trade contractors and provided a rounding of experience unmatched in the industry today.
Mr. Ross graduated from Glasgow Caledonian University with B.Sc in Quantity Surveying and is a Fellow of the. Royal Institution of Chartered Surveyors (FRICS); and a Member of the Canadian Institute of Quantity Surveyors (CIQS), and the Ontario Institute of Quantity Surveyors (OIQS) and The Association of Ontario Land Economists.
Mr. Hynes has a BSC (Hons) in Construction Management and Engineering. He has been with CB Ross for almost 10 years and is now an Associate with the firm. Mr. Hynes has cost planning and project monitoring experience however over the last 6 – 7 years his specialist area is project monitoring. In that field he has experience working on a large variety of projects within various sectors of the industry, including: Residential – Low Rise, High Rise, Affordable Housing; Commercial Retail and Mixed Use; Institutions; Government Buildings, Infrastructure including Highways, Bridges and Heavy Civils. Morgan provides services mainly in the GTA however his portfolio expands to several other provinces as well as northern Ontario.
As an Associate of the firm, Mr. Hynes is responsible for new commissions, project lead for existing commissions and part of the senior management of the firm.
Luis Castillo has a BSc. (Hons) in Civil Engineering and also a B.A. in Law. Luis has vast experience in Commercial Cost Management, Project Management, Loan Monitoring and Claims Management in Real Estate (Residential, Commercial, Government), Infrastructure (Airports) and Natural Resources (Mining Projects). Mr. Castillo joined CB Ross after more than 18 years in the industry working for different cost consultant firms in North America and Latin America having the opportunity to work in different areas in the construction sector particularly in Quebec, Ontario and British Columbia gaining enough knowledge of the Canadian Market, its regional challenges and conditions.
Luis has joined CB Ross as Senior Associate responsible for Loan Monitoring, Cost Planning, Management, Mentoring/Training, Promotion and Marketing.
Eric Adjem has a BSc. Degree in Building Technology – University of Science & Technology, Ghana Accredited as comparable to a Bachelor’s Degree in a similar field, by the World Education Services Canada (Ref # 573144). He is a member of the Ghana Institution of Surveyors (GhIS) and Certified Construction Estimator – Ontario Institute of Quantity Surveyors

• He is an associate in Project Monitoring Department
• Reporting directly to the Company Owner he has worked on a number of multi-million dollar projects including:
• Retail plazas up to $10m
• Long-term care residences up to $12m
• High-rise condo’s for Chartwell, Tridel & Claridge Homes up to $100m
• Multiple Warehouses: Institutional & Government Buildings
Mr. Adjem is an Associate of the firm, and is responsible for new commissions, project lead for existing commissions and part of the senior management of the firm.
Gareth is a Senior Cost Consultant. He has been with CB Ross Partners for 5 years. Gareth has almost 10 years’ experience in Canada and Ireland. His skillset covers cost planning and project monitoring however the last several years he has specialized in project monitoring a variety of asset classes in multiple locations.
Around the GTA, Gareth has provided services on multiple high rise residential projects, retail plaza’s, offices, retirement homes, hotels, and self-storage.
Jeff returns to CB Ross after spending time working with a leading Developer in the Toronto area. Jeff brings with him both a wealth of Project Monitoring experience to CB Ross, having worked for 10 of his 13 years in the Construction Industry as a Project Monitor, as well as a unique perspective on the issues that drive Developers in the industry. Jeff’s experience spans multiple types of projects, including residential, commercial / retail, and servicing. He also has extensive local knowledge in both the Southern and Eastern Ontario markets.
In addition to his breadth of knowledge, Jeff brings passion and dedication to his clients. While he is detail-oriented, he never loses sight of the big picture and what drives his clients needs. Jeff’s enthusiasm for his work and his clients makes him a welcome addition to any team.
